The role of science and technology parks in communication processes between research institutions and industry

Among the ways to bridge the gap between the research communities and the industry, one of the best known are the Science and Technology Parks. The scope of the offered services, the scale of operations and their revenues vary considerably. The largest parks gather companies, whose revenues may reach billions of dollars. Achieving such success requires, from the park operators, much more than offering attractive prices for office space. Moreover, it requires well-coordinated activities, based on a long term vision, from the central governments. The paper presents an analysis of the factors determining the success or fiasco of science and technology parks, both in worldwide and Polish context.

Paweł Sobkowicz, PhD., National Centre for Nuclear Research at Świerk, Poland – PhD. in Physics, is Head of Technology Transfer at the National Centre for Nuclear Research at Świerk, and Project Manager of Świerk Science and Technology Park. In the years 1982-1993 he worked at the Institute of Physics of the Polish Academy of Sciences, specializing in semiconductor theory. He is the author of 56 scientific papers, cited over 400 times. From 1993 to 2012 he was employed in the management of a number of companies operating in the domain of high technologies, both foreign (Silicon Graphics Inc., Network Appliance Inc., Fujitsu -Siemens Corporation, Bull) and leading Polish IT companies (ATM SA, Optimus SA, Solidex SA). He served in a number of roles including director of sales and marketing departments as well as being responsible for customer acquisition, solution implementation, pre- and after-sales customer care and administrative tasks (HR, financial planning, etc.) Since June 2012 he has been employed at the National Centre for Nuclear Research with the responsibility for activating the process of technology transfer and commercialization. He set up Silicon Graphics Sp z o.o. and Network Appliance Poland Sp z o.o., where he also sat on the board of directors and fulfilled the function of president.
